Attorney General Keith Ellison Announcing Charges

DULUTH, Minnesota — On September 30, 2026, Attorney General Keith Ellison announced a sweeping crackdown on Medicaid fraud, charging nine individuals for defrauding the program out of over $3 million. At the heart of the case is Peter Jason Meilahn, a Duluth-based provider, who is accused of submitting 27,000 false claims for services not rendered, amounting to over $2.2 million in fraud. Meilahn faces 13 charges, including 10 counts of healthcare fraud and three counts of making false statements related to healthcare matters.

Another defendant, Awo Mohamed, the owner of a home care agency, is accused of stealing over $675,000 from the Medicaid program. The charges also include a personal care attendant who is accused of submitting 1,000 false claims, totaling over $100,000, and three other individual providers who face charges for provider fraud. One of these providers is also separately charged with financially exploiting and neglecting a vulnerable adult.

The Medicaid Fraud Control Unit (MFCU) investigated the cases with assistance from the Minnesota Bureau of Criminal Apprehension (BCA) and Duluth Police Department. In a statement, Attorney General Ellison emphasized the importance of holding Medicaid fraudsters accountable, saying, “even one dollar stolen in defrauding a government program is too much.”

The US Department of Health and Human Services Office of Inspector General (HHS-OIG) and the Minnesota BCA have also played a critical role in the investigation and prosecution of the fraudsters. “This coordinated effort between local, state, and federal partners demonstrates our commitment to protecting the integrity of Medicaid programs and defending the people they serve,” said Ellison. For communities across Asia, this case underscores the importance of ensuring the accountability and integrity of government programs, especially those designed to support vulnerable populations.

It serves as a reminder that efforts to combat fraud and abuse in these programs are a shared responsibility that requires the coordinated efforts of various stakeholders. As the US administration continues to prioritize the fight against fraud and abuse in government programs, cases like this one highlight the need for increased vigilance and cooperation between law enforcement agencies at all levels. In the coming weeks, we will be watching closely to see how the court proceedings unfold and what the consequences will be for the defendants.

The fight against Medicaid fraud is far from over, and it’s crucial that we remain vigilant in our efforts to protect the people who rely on these programs for their health and well-being.
